Let's Play X-COM Enforcer Mission 33

This mission is confusing after the extremely clear and surprisingly long chain of missions prior to this point. Last time, we were killing Totally Not An Arachnotron, Honest, up in a military base in the Arctic circle. Now we're... in the middle of a post-apocalyptic city, saving civilians? Where is this? How did we get here? Why have the aliens apparently finally ruined a city? It's very out of place, and it almost feels like the developers went 'oh no! We haven't used the civilian-rescuing mechanic in so long! We need to cram in another mission using that!'

I mean, it's still a fun, decent mission, if irritatingly easy to get turned around in and once again illustrating the game really should've had a minimap -c'mon guys, this isn't a new concept, not even back in 1998- but it's just so jarring. And it's not going to make more sense in retrospect, either. We've got one mission to go, and why this is between it and the Arctic circle series is entirely beyond me.
